Introduction

The State Council Information Office of the People's Republic of China has issued and launched four national human rights action plans since 2009, which are the National Human Rights Action Plan (2009-2010), the National Human Rights Action Plan (2012-2015), the National Human Rights Action Plan of China (2016-2020) and the Human Rights Action Plan of China (2021-2025). As the government constantly enhances the protection of human rights, the public's consciousness of respecting and guaranteeing human rights has enhanced significantly, international human rights exchanges and cooperation have constantly developed, and the cause of socialist human rights with Chinese characteristics has moved up to a new level.

China issues human rights action plan for 2021-2025

China published the latest human rights action plan on Sept. 9, setting the objectives and tasks of respecting, protecting and promoting human rights in the period from 2021 to 2025. Titled "Human Rights Action Plan of China (2021-2025)," the document was released by the State Council Information Office. The action plan has eight parts: "Introduction," "Economic, Social and Cultural Rights," "Civil and Political Rights," "Environmental Rights," "Protecting the Rights of Particular Groups," "Education and Research on Human Rights," "Participating in Global Human Rights Governance," as well as "Implementation, Supervision and Assessment."[more..]

China’s Human Rights Action Plan fully implemented, finds third-party evaluation

The National Human Rights Action Plan of China (2016-2020), released by the Chinese government in September 2016, has been fully implemented, according to an evaluation report by third-party experts. All of the 168 objectives and tasks in The Action Plan have been completed, with the nation achieving many ahead of schedule or going beyond the targets set, said the report evaluating the implementation of the Action Plan unveiled Wednesday. The evaluation was commissioned by the Joint Meeting Mechanism of the National Human Rights Action Plan and conducted by the China Society for Human Rights Studies and the Human Rights Institute of Southwest University of Political Science and Law. New human rights action plan targets benefits for all: official

China's human rights action plan, released on September 29, aims to extend the benefits of development to all, promising greater support for vulnerable groups, an official with the State Council Information Office told Xinhua. The National Human Rights Action Plan of China (2016-2020), which follows the two previous plans covering the 2009-2010 and 2012-2015 periods, has been designed to help everyone exercise their rights, with no distinction, the official stressed. 【Full text】Assessment Report on the Implementation of the National Human Rights Action Plan of China (2012-2015)

China launched the National Human Rights Action Plan (2012-2015) in June 2012, the second of its kind, following one from 2009 to 2010. The Chinese government on June 14, 2016, released a report reviewing the human rights progress from 2012 to 2015 and promising harder effort in the future. Major targets and tasks set by the plan had been fulfilled as scheduled by the end of 2015, says the report issued by the State Council Information Office. About 48 percent of the binding targets and over 50 percent of the targets concerning the people's livelihood had been met ahead of time or exceeded, thus realizing the comprehensive implementation of the plan, the report says.[more..]

China takes pride in the impartiality of its judicial system and its protection of citizens' rights to know and be heard, as well as other progress it has made in securing human rights, according to the Assessment Report on the National Human Rights Action Plan of China (2009-2010). The report said the country has worked to end illegal detentions. In 2009 and 2010, investigations began into 1,002 cases in which government authorities were suspected of taking advantage of their positions and powers to infringe upon citizens' rights.[more..]
