A Review of Legislative Work on Human Rights Protection in 2025

WANG Yuanyuan*

Abstract: In 2025, the National People’s Congress (NPC) and its Standing Committee, guided by Xi Jinping Thought on the Rule of Law, strengthened legislative work in key, emerging, and foreign-related areas, codifying the constitutional principle of respecting and protecting human rights into specific legal provisions and institutions, and carrying out legislative and legislative-related work on human rights protection. The people’s rights to subsistence and development, along with their economic, political, social, cultural, and environmental rights, were thus better realized, and the protection of the rights and interests of specific groups was continuously enhanced. Throughout the year, the legislative work on human rights protection firmly upheld the fundamental principle of putting the people first, practiced whole-process people’s democracy in depth, and advanced the rule of law in domestic and foreign affairs in a coordinated manner, which fully demonstrated the institutional strengths of the Chinese path to human rights development.
