The Internal Logic of the Human Rights Concept in Xi Jinping Thought on the Rule of Law

GONG Pixiang*

Abstract: Human rights constitute an essential component of the shared values of humankind and represent a fundamental principle consistently upheld by the Communist Party of China (CPC). The human rights concept in Xi Jinping Thought on the Rule of Law is grounded in a world-historical perspective. It scientifically grasps the development trends of human civilization, creatively applies the worldview and methodological principles of Marxist human rights theory, and thoroughly analyzes the national conditions shaping China’s path of human rights development, while also summarizing the historical experience of the CPC in advancing human rights and drawing on the people-centered tradition of Chinese political thought. It demonstrates profound historical logic, serving as a profound interpretation of the intrinsic essentials of China’s path of human rights development. It emphasizes upholding the Party’s leadership over human rights development, adhering to a people-centered approach, prioritizing the rights to subsistence and development as the primary basic human rights, and recognizing the people’s right to a happy life as the ultimate human right, reflecting a deep theoretical logic. It further proposes strengthening human rights institutions, enhancing the rule-of-law guarantees, and actively participating in global human rights governance, reflecting a clear practical logic. The human rights concept in Xi Jinping Thought on the Rule of Law exemplifies the integration of Marxist human rights theory with China’s concrete realities and fine traditional culture, making original contributions to its development in the 21st century.
