China issues 1st report on security assurances for non-nuclear states

The China Arms Control and Disarmament Association (CACDA) and the China Institute of Nuclear Industry Strategy (CINIS) jointly released a report in Beijing on Wednesday titled "Negative Security Assurances for Non-Nuclear Weapon States: From Political Commitments to an International Legal Instrument."

This is the first publicly released study by Chinese academic institutions on this topic. Spanning six chapters and more than 11,000 Chinese characters, the report reviews the policies of major countries, global importance and current challenges. It also offers expert recommendations on building international consensus and advancing negotiations on a binding legal instrument.

CACDA president Cheng Jingye said that eliminating the threat of nuclear weapons and ultimately banning them completely benefits humanity's shared interests. He stressed that providing legally binding security guarantees to non-nuclear countries would help advance disarmament, reduce nuclear risks, enhance non-proliferation efforts, and support global peace and security.

Amid current international uncertainties, Cheng note that non-nuclear countries are increasingly calling for a legal framework, describing it both urgent and crucial for global nuclear governance.

Luo Qingping, chairman of CINIS, underlined that legally binding assurances are vital to achieving disarmament and non-proliferation goals. He said that the report examines the history and recent developments of the issue, evaluates its significance and challenges, and suggests practical steps for negotiations. 

Luo added that the study reflects the commitment of Chinese think tanks to safeguarding peace and security while promoting consensus and momentum in global arms control efforts.
