On June 18th, the Third Human Rights Forum themed "New Agenda for China-U.S. Legal Exchanges" was held at China University of Political Science and Law (CUPL).

As the keynote speaker, Neysun Mahboubi, director of the Penn Project on the Future of China-U.S. Relations at the University of Pennsylvania, senior fellow with the Asia Program of the Foreign Policy Research Institute (FPRI), and a renowned expert on Chinese law, engaged in discussions with CUPL experts and scholars on the past, the present, and the future of China-U.S. legal exchanges. Among the attendees were faculty and students from universities including Beijing Normal University, China Women's University, and CUPL.

At the beginning of the forum, Lin Hua, executive vice dean of the School of Law of CUPL, introduced the background and topics for discussion. He described Mr. Mahboubi's deep connection with Chinese legal studies and CUPL with three phrases: "a renowned expert on Chinese law," "an old friend of China's administrative law community," and "an old friend of China University of Political Science and Law."

Neysun Mahboubi began by sharing his experience researching Chinese law, particularly Chinese administrative law. He reviewed the history of China-U.S. legal exchanges, especially in legal education, since China's reform and opening-up. He noted that as China's legal system has matured and the landscape of China-U.S. relations has shifted in recent years, some uncertainties have emerged in current China-U.S. legal education exchanges. Mahboubi argued that there is an urgent need to build a new model for China-U.S.legal exchange. He suggested focusing on shared challenges such as artificial intelligence, legal regulation under new economic models, and food safety as entry points for conducting cross-system comparative research and dialogue.

During the discussion, participating experts shared diverse perspectives, offering multifaceted ideas for rebuilding China-U.S.legal exchange mechanisms.

In the Q&A session, attendees engaged in in-depth exchanges on topics including China-U.S. and China-Europe exchanges in the field of human rights, and possible future directions for China-U.S. legal exchange. This forum not only deepened participants' understanding of the current state of China-U.S. legal exchange but also offered valuable insights and directions for future bilateral cooperation.
