Sept. 26, 2024 -- A certain number of positions will be reserved for senior volunteers at major public sports facilities, significant events, and important conferences, a recent guideline has said.

These roles will be assigned based on age, expertise, skills, and physical capabilities, said the guideline issued by the National Working Commission on Aging on Sept 9. The full text of the guideline was made public on Friday.

This initiative to recruit older volunteers for major events is part of the "Silver Age Action" program, which aims to involve the growing older population in activities such as development programs, grassroots governance, and social services provision.

The guideline said that elderly intellectuals from various fields such as education, technology, agriculture, culture, healthcare, and sports will be mobilized to support the socio-economic progress of underdeveloped areas.

Retirees are recognized for their potential to play crucial roles in grassroots governance, including tasks such as conflict resolution within communities, it said.

The guideline also emphasizes the importance of creating elderly-friendly communities to facilitate their involvement in services ranging from security patrolling to child care and support.

Gray-haired volunteers are encouraged to visit and care for special-needs elderly individuals, disabled persons, as well as look after left-behind and disadvantaged children in rural regions.

The guideline stressed the need to ensure that senior volunteers are registered and that their service records are properly maintained, with proof of participation available when necessary.

Local authorities are urged to assess the physical well-being of volunteers, conduct pre-trip medical examinations, and establish emergency plans.

Additionally, the guideline recommends the introduction of commercial insurance to enhance safety measures.

The guideline envisions the "Silver Age Action" evolving into a long-term project governed by established rules and policies by 2026.

By 2028, it is expected to become a prominent brand promoting social engagement and meaningful contributions among elderly individuals in China, characterized by well-established mechanisms, comprehensive systems, and standardized management, it said.

The "Silver Age Action" is being promoted as part of China's efforts to address an aging population, revitalize rural areas, and enhance public health.
