Discussions on Global Human Rights Governance

Editor's Note: On June 14 and 15, 2023, the Forum on Global Human Rights Governance, jointly hosted by the Information Office of the State Council, the Ministry of Foreign Affairs, and the China International Development Cooperation Agency, was held in Beijing with the theme of “Equality, Cooperation and Development: The 30th Anniversary of the Vienna Declaration and Programme of Action and Global Human Rights Governance”. Xi Jinping, General Secretary of the Communist Party of China (CPC) Central Commitee sent a congratulatory letter to the Forum. General Secretary Xi Jinping pointed out that China is ready to work with the rest of the world to act on the principles enshrined in the Vienna Declaration and Programme of Action, push for greater fairness, justice, reason, and inclusiveness in global human rights governance, and promote the development of a human community with a shared future and create a better world for all. More than 300 Chinese and foreign guests from nearly 100 countries and international organizations, including United Nations agencies, actively exchanged views and conducted candid dialogues on the theme, and contributed their insights on promoting the development of the global human rights cause. Speech summaries of eight Chinese and foreign experts who participated in the Forum are published here. They are: Jiang Jianguo, a member of Standing Committee of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), Vice Chairman of the Committee for Ethnic and Religious Affair, and Executive Vice President of the China Society for Human Rights Studies; Robert Lawrence Kuhn, Chairman of the Kuhn Foundation of U.S.; Zheng Yongnian, Professor at the Chinese University of Hong Kong, Shenzhen and Dean of the Institute for International Affairs, Qianhai; Mohsen Ghanei, Director of the Human Rights Treaties and Development Department of the Ministry of Foreign Affairs of the Islamic Republic of Iran; Li Changlin, Professor at the Human Rights Institute School , Southwest University of Political Science and Law; Stephen Brawer, Chairman of the Belt and Road Institute in Sweden; Ma Changshan, Professor at East China University of Political Science and Law; and Veronika S. Saraswati, Convenor of the China Studies Research Unit at the Centre for Strategic and International Studies of Indonesia. The eight experts shared their views on the pressing issues of global human rights governance from various perspectives. Taking the commemoration of the Vienna Declaration and Programme of Action as an opportunity, we hope that the academic community could better understand and discuss the human rights implications of the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, as well as the important role of these initiatives in contemporary global human rights governance.
