Abstract: The rapid development of Internet, big data and artificial intelligence technologies brings good opportunities and great challenges for the realization of the right to development. To cope with the development injustice caused by the digital divide, the development deficit exacerbated by digital poverty, the development contradiction intensified by digital discrimination, the development disorder caused by digital barriers, and the development obstruction caused by digital misconduct, it is necessary to make a comprehensive and deep cross-fertilization between digital technology and the right to development to become a new form of digital right to development. In order to ensure the realization of the digital right to development, it is essential to consolidate the economic foundation for all people to share the digital right to development, adhere to the people-centered concept of digital right to development, and realize good law and good governance to recognize, regulate and guarantee the digital right to development. In the theory and practice of digital right to development, China has formed unique experiences, programs and discourse, which are worth sharing with the world.
