Abstract: Both Chinese and European traditional cultures contain rich potential human rights resources. In the process of modernization, the excellent traditional Chinese culture has had a certain enlightening effect on Europe by “Learning from East to West” and assisted in the establishment of European human rights theory. On the contrary, European human rights theory has also stimulated the human rights resources in China's excellent traditional culture to achieve self breakthroughs by “Learning from West to East”, and has sprouted China's human rights concept. In the process of formulating the Universal Declaration of Human Rights, representatives from China and Europe exchanged ideas and jointly explored, contributing to the achievement of a global consensus on human rights. Since the reform and opening up, human rights exchanges and mutual learning between China and Europe have become more extensive and balanced. Strengthening human rights exchanges between China and the EU on the basis of equality and openness not only helps to broaden the human rights perspective and reach consensus between the two sides, but also sets a model for global human rights exchanges and promotes harmony and common development of the world's human rights cause.
