Abstract: Democracy is the common value of all mankind, and it is also an important concept that the CPC and the Chinese people unswervingly adhere to. The whole process of people’s democracy is based on the centennial course of China’s political development led by the CPC, and has realized the theoretical innovation and practical transcendence of Western democracy. The whole process people’s democracy breaks free from the discourse patterns and inherent limitations of Western democracy, repositioning democracy as the most extensive, authentic, and effective democracy. It is a democracy that combines process democracy with outcome democracy, procedural democracy with substantive democracy, direct democracy with indirect democracy, and people’s democracy with national will. The whole process people’s democracy is rooted in China’s profound historical and cultural traditions and the actual economic and social development. Drawing on the excellent achievements of human political civilization, it has formed a complete and multi-dimensional system design, efficient and pragmatic practical paths, and scientific and reasonable evaluation standards. The whole process people’s democracy has developed the forms of socialist democratic politics, enriched new forms of human political civilization, and promoted the democratization of international relations.
