Abstract: Currently, human rights have been fully integrated into each of the 17 sustainable development goals and are crucial for achieving them. In particular, Goal 13 of sustainable development calls for climate action and recognizes the need to incorporate climate change measures into broader policies and planning. Climate change is currently the most severe challenge facing sustainable human development. The adverse effects of climate change seriously threaten basic human rights such as the right to survival and development, especially for vulnerable groups in developing countries, least developed countries, and small island countries. How to understand the relationship between human rights and climate change, especially the impact of climate change on the enjoyment of human rights to survival and development? What changes need to be made in global climate change governance to safeguard human rights? From the perspective of human rights protection, global climate governance will prioritize and prioritize the temperature control target of 1.5 degrees. By linking human rights with climate governance, the intensity and effectiveness of climate governance will be enhanced.
