The present work seeks from these strategic lines, to expose the scenario that is lived in this third decade of the 21st century about the importance that Human Rights represent in the Global context and how far we have advanced as a Society in the protection of our security and respect for the integrity of the human being, likewise to analyze the Latin American context on the efforts to integrate an Institutional Agenda and carry out the construction of Public Policies for the adequate attention of Human Rights, especially in countries where violations are recurrent as a result of the social vulnerability, generated by high levels of poverty and inequality. And finally I will address as an example the issue of migration in Latin America as a Social and Political phenomenon, where it is necessary to add all efforts together to reach Regional agreements that allow us to generate actions between the different countries in the construction of an Agenda Regional and Inter- institutional that allows achieving the minimum levels of protection for all those compatriots, who due to different circumstances emigrate outside their countries in search of better levels of quality of life, which are often denied in the place where they were born.
