China clips hydrofluorocarbon production to reduce global warming
China has started to phase down the production of hydrofluorocarbons (HFCs) – potent greenhouse gases responsible for depleting the Earth’s ozone layer and contributing significantly to global warming.
The Ministry of Environment and Ecology (MEE) barred companies from expanding HFC production capacity from Jan. 1. “Companies shall not build or expand the HFC chemical production facilities. Enterprises that violate the new regulations will be liable to punishment,” said a notification issued by the ministry.

Homeless people get special care amid COVID fight
Civil affairs departments in Xi’an, the capital of Shaanxi province, have provided aid to 222 homeless people and street wanderers as of noon on Jan. 3 amid a COVID-19 outbreak in the city, a senior official said.

Veterans to start getting allowance every month

Air quality, economy are getting better in Beijing
Beijing has achieved concrete success in terms of air quality improvement and rapid economic growth, a senior municipal government official said on Jan. 4.
The capital’s annual average concentration of fine particulate matter in the air — PM2.5 — fell to 33 micrograms per cubic meter last year, meeting the city’s air quality target outlined in the 14th Five-Year Plan (2021-2025) ahead of schedule, Yu Jianhua, spokesman for the Beijing Municipal Ecology and Environment Bureau, said at a news conference.

Average life expectancy in China to reach 78.3 years in 2025
China’s average life expectancy is expected to reach 78.3 years in 2025, up from 77.3 years in 2019, according to the country’s 14th five-year plan (2021-2025) for public service.
The total number of beds in nursing homes for the elderly will reach 10 million in 2025, said the plan issued by 21 government departments including the National Development and Reform Commission on Jan. 10.

Shanghai makes booster shots available to expats

Northwest China’s Xinjiang Uygur autonomous region last year expanded loans to agricultural entities in a bid to promote agricultural modernization and boost rural development, the Urumqi branch of the People’s Bank of China said on Jan. 27.

China will enhance its regulation of off-campus tutoring by stepping up legislation and enhancing supervision, said the Ministry of Education in its 2022 work plan.

China will launch a nationwide campaign this year aimed at promoting the mental health of seniors aged above 65, the National Health Commission said on June 20.

China created a total of 6.54 million jobs in its urban areas in the first half of this year (H1), official data showed on July 14.

New guideline makes personal protection orders easier
Frequent insults, slander, threats, stalking or harassing family members will now be identified as domestic violence in line with a new judicial guideline issued by China’s top court.
Harming family members by freezing or starving them also counts as domestic violence under the guideline, which was released by the Supreme People’s Court on July 15.

Report: Rural incomes to double by 2035
The per capita disposable income of people in rural areas is expected to more than double to reach 42,800 yuan ($6,340) in 2035, and further increase to over 100,000 yuan by 2050, according to a rural development report released by the Chinese Academy of Social Sciences on July 26.

The number of health workers in China grew at an average annual rate of 5 percent between 2016 and 2020, to reach nearly 14 million at the end of last year, the National Health Commission said on July 28.

A new requirement has been released tasking courts with improving the manner in which they deal with information related to criminals convicted of sexually assaulting minors, in an effort to extend more robust protection to children.
The Supreme People’s Court, China’s top court, introduced the requirement on Sept. 14 at the 7th Meeting of Juvenile Panels, by calling on judges responsible for cases involving children to ensure the files of juvenile offenders are properly sealed.

Ministry ensures rural students not left behind
Students living in rural areas have been given more opportunities to attend key university as a result of a national special enrollment project launched in 2012, the Ministry of Education said on Sept. 15.

Elderly care beds in China have more than doubled since 2012
The number of beds at elderly care institutions across China has more than doubled since the end of 2012 to nearly 8.13 million in the first quarter of this year, officials said on Sept. 20.

Revised regulation to better safeguard criminal suspects’ rights through bail reform
China’s top judicial and public security authorities on Sept. 21 issued a revised regulation to protect the legitimate rights and interests of criminal suspects.
The revision of the regulation (originally released in 1999) has been jointly released by the Supreme People’s Court, the Supreme People’s Procuratorate, the Ministry of Public Security and the Ministry of State Security.
The revised regulation focuses on issues such as the right to bail for criminal suspects in pending trials and the procedure and rules for getting the bail money back.

Vaccination action plan to target elderly
China rolled out an action plan on Nov. 29 to speed up COVID-19 immunization of the elderly — especially those aged 80 and above — as vaccinations in the highly vulnerable group lag behind the general population.
The plan, released by the State Council’s Joint Prevention and Control Mechanism, adjusts the booster vaccination protocol, and requires localities to extensively survey senior populations and ramp up services and awareness campaigns.

Health authorities pledge to reduce inconvenience caused by COVID-19
A spokesperson for China’s National Health Commission (NHC) said on Nov. 29 that authorities would try their best to reduce inconvenience caused by the COVID-19 epidemic to the people.
All localities are making solid efforts to prevent and control the epidemic, said Mi Feng, an NHC spokesperson. Mi said efforts should also be made to accurately identify risky areas based on nucleic acid tests and epidemiological investigation, and closed-off management for the sake of epidemic control should be imposed and lifted as quickly as possible to reduce inconvenience caused by the COVID-19 epidemic to the people, Mi said.

Chinese, German experts discuss human rights protection in emergency response
A China-Germany forum on human rights development was held on Dec. 1 via video, at which experts from the two countries discussed the balance of public interests and individual rights and interests in emergency response.

Chinese outlook on human rights enriches global cause
China has formed a contemporary Chinese outlook on human rights with “people” as the center, “development” as the driving force and “a life of contentment” as the goal, and has enriched the global human rights cause, a new think tank report said on Dec. 5.

Court ramps up efforts to resolve cases involving minors
While efficiently fighting crime involving juveniles last year, a Beijing court also made greater efforts to resolve lawsuits concerning school campus safety to better protect children.
Data released by the Beijing Pinggu District People’s Court on Dec. 8 showed that it has ruled on more than 30 criminal cases related to people under age 18 in the past three years as well as over 900 civil disputes regarding juveniles.

China’s biodiversity conservation goals better than average: COP15 president
China’s implementation of biodiversity conservation goals in the past decade was better than the global average, Huang Runqiu, president of the 15th meeting of the Conference of the Parties (COP15) to the UN Convention on Biological Diversity said on Dec. 11.
As one of the richest countries in biodiversity and one of the first countries to join the convention, China has effectively protected 90 percent of terrestrial ecosystem types and 74 percent of key state-protected wildlife populations. More than 300 rare and endangered wildlife populations have been well restored, Huang, also China’s minister of ecology and environment, said in his address to a side event on youth involvement.
Beijing hosts conference on civilization diversity, human rights governance
The International Conference on Diversity of Civilizations and Global Human Rights Governance was held in Beijing on Dec. 13.

Guidelines on emissions released
China has included greenhouse gas emissions into the environmental impact assessments for several major smokestack industries, according to guidelines unveiled on Dec. 14 by the Ministry of Ecology and Environment.
The documents were introduced to guide environmental authorities across the country in examining and approving EIA reports for new projects in the steel, coking, petrochemical, coal-chemical and thermal power sectors.

Major highway tunnel completed in Tibet
A tunnel connecting Tsokha and Jinling townships in Penba county, Tibet autonomous region, was completed on Dec. 17 after four years of construction.
The tunnel is located on Shargongla in the county, where altitudes soar to 5,200 meters above sea level. The mountain is steep and in 2000 was connected with nothing but rough vehicle roads.

Beijing has been actively carrying out online medical services facing the increasing number of COVID-19 infections in the city, senior official said on Dec. 19 at a news conference.

Zhejiang province will make an effort to improve the working conditions, salaries and benefits for medical personnel, a notice released by provincial authorities said on Dec. 21.

Reports underscore better environment
China’s ecology and environment have undergone historic and profound improvement over the last decade, according to a series of reports published by the Chinese Academy of Sciences on Dec. 27.

Medical institutions urged to boost resources
Health authorities are making efforts to improve medical resource supplies and ensure the treatment of patients with severe illnesses or who are in critical condition, an official from the National Health Commission said.
