Freedom from Fear---Different Approaches Adopted by Europe and China
JING Chao
Abstract:The famous “four freedoms” have been included in the preamble of the Universal Declaration of Human Rights around 70 years ago. The European nations see security as a public interest, conflicting with individual freedoms. China adopts a different approach, accepting it as both public interest and individual right. However, both approaches are encountered with challenges and problems in recent decades. The paper argues that in spite of sharing different culture and history, the two can take reference from each other. We have witnessed the two different approaches heading towards each other.
Key words: Freedom from fear, security, public interests, human rights
