The State Council would increase enterprises' retirees' pensions by 10 percent.
The decision was made at the Cabinet's executive meeting led by Premier Li Keqiang on Jan. 8, 2014. The move would benefit more than 74 million people who had retired from domestic enterprises.
The State Council urged government departments to reform their endowment insurance and pension systems.
The meeting also pledged to improve the social assistance system, which helps disadvantaged groups.
The social assistance system, when revamped, would offer financial aid that would meet the disadvantaged groups' standards of living.

The Chinese government vowed to ensure that at least 90 percent of children with visual, hearing and intellectual disabilities receive primary and middle school education by the end of 2016, according to a plan publicized Jan. 20, 2014.
According to a 2014-2016 plan on improving education for learners with special needs, the country would increase investment, build more infrastructure, foster more quality teachers and reform special education curricula.
The plan was jointly mapped out by seven departments, including the ministries of education, civil affairs and finance, based on inspections and surveys across the country.

China's Supreme People's Court (SPC) and Ministry of Justice issued a guidance to make it easier for the poor to apply for state compensation for wrongful detention, the SPC said Jan. 26, 2014.
The guidance stipulates that courts should notify people in writing of their rights to apply for state compensation. Legal aid institutions should expand channels for people to apply for the compensation and help them seek legal aid.
People who have been wrongfully arrested and have been verified to have no income may apply for state compensation, said the guidance.

China will reform its pension scheme by unifying the two separate systems for urban and rural residents to allow people better access to social benefits, according to an executive meeting of the State Council on Feb. 7, 2014.
The move, part of the efforts to address pension payment gaps between urban and rural areas, was announced in a statement issued after the meeting presided over by Premier Li Keqiang.
The unified system will build stable expectations for improving livelihood and facilitate population movement, said the meeting statement, adding that it will also boost consumption and encourage more business start-ups.

In a notice issued on the government's official website, the government said it will establish systems to guarantee supply of quality food, and a system guiding people to improve their nutrition.
The guideline said that although the production capacity of food has been strengthened and people's diet and health has improved, China's food production cannot meet demand for nutrition.

A 7.3-magnitude earthquake hit northwest China's Xinjiang Uygur Autonomous Region on Feb. 12, 2014, according to the China Earthquake Networks Center (CENC). No casualties have been reported.
The epicenter, with a depth of 12 km, is located at Yutian County in southwest Xinjiang, or about 36.1 degrees north latitude and 82.5 degrees east longitude.
The quake was strongly felt by residents in Hotan, Yutian and Moyu.
Sixty-seven houses were toppled and more than 1,000 ones damaged to varying degrees, local authorities said, adding that 185 livestock deaths were reported.
Sections of railways were temporarily suspended in Xinjiang after the earthquake.
The railway administration of Urumqi suspended a section from Hotan to Moyu on the Kahe Railway, which links Kashgar and Hotan, for safety reasons, with a total of 531 passengers being stranded at Moyu.
Service resumed at 6:52 p.m. after safety and security checks.
A total of 143 aftershocks had been monitored as of 8:00 p.m. Wednesday, with the biggest one measuring at 5.7-magnitude at 5:24 p.m. in the same area.
President Xi Jinping and Premier Li Keqiang ordered concerted effort to guarantee safety and property and issued instructions on relief work soon after the quake.
Local authorities and departments were urged to check disaster situations, conduct emergency management and strengthen seismic monitoring.

The State Council, or China's cabinet, has urged reduction of PM2.5 and other pollutants in smoggy cities as the key task in the fight against air pollution.
"Major cities and regions where smog is frequent should be the focus (of air pollution control), and control of PM2.5 and PM10 should be a key task," said a statement released after an executive meeting of the State Council held on Feb. 12, 2014 and presided over by Premier Li Keqiang.
The cabinet stressed that air pollution is the result of long-term accumulation and persistent efforts are needed to address the issue in order to accelerate the overall environmental drive and improve people's livelihoods.

Spokeswoman Hua Chunying made the comment at a daily news briefing when responded to a question that the United Nations Commission of Inquiry on Human Rights in the Democratic People's Republic of Korea (DPRK) will publicize its report and that may bring DPRK officials to the International Criminal Court.

The move is aimed at tackling the imbalance of educational resources at the local level and reducing students' workloads, said the ministry in a document posted on its website.

According to a set of guidelines released by the general offices of the Communist Party of China Central Committee and the State Council, authorities will stick to lawful means to dissolve conflicts and disputes.
Any malpractice that constrains the public from legal petitioning will be rectified and prohibited.
Guaranteeing and improving people's wellbeing will become the "groundwork" to prevent and defuse disputes, under the guidelines.
Petitioning, also known as letters and calls, is the administrative system for hearing public complaints and grievances. People who are not satisfied with government decisions can request reexamination.
Many complaints are filed each year in China, in which petitioners generally see injustice in land acquisition, social security, education, healthcare or environmental protection.

Urban residents have enjoyed better basic pension benefits compared to those in the countryside under the separate pension systems, but the new rule seeks to change that and make the system fairer, regardless of people's urban or rural identities.

Chinese Premier Li Keqiang has signed a decree to issue a regulation on social assistance that calls for open, fair and timely aid for the needy.
The regulation, which will come into effect on May 1, is the country's first legal document to coordinate and regulate a fragmentary social assistance system. It says social assistance work should be in proportion with the country's economic and social development level.
The rules detail a minimum level of living standards, support for extremely poor people, assistance for people affected by disasters, medical assistance, and help in areas including education, housing and employment.

China's report states that there were serious human rights problems in the U.S in 2013, with the situation deteriorating in many fields. Once again posing as "the world judge of human rights", the U.S. government "made arbitrary attacks and irresponsible remarks" on almost 200 countries and regions, the report says.

But what we have seen is that the UK released a so-called Human Rights and Democracy 2013-14, making irresponsible remarks about the political system of China, slandering and criticizing China's human rights situation. China is strongly dissatisfied with and firmly opposed to that. What the British side has done does no good to its dialogue and communication with China on the subject of human rights, nor does this benefit the sound and steady growth of China-UK relations. We urge the British side to stop using human rights as a pretext for interference in China's internal affairs and judicial sovereignty and create conditions for the next round of human rights talks.

Central government departments will not take complaints about issues that should be handled by provincial governments or that are being processed by them, said Zhang Enxi, spokesman with the State Bureau for Letters and Calls, about the new regulation.
At local level, citizens should go to government departments that are authorized by law to handle relevant issues and governments at higher levels will not take their complaints if they jump rank, according to the regulation, scheduled to take effect on May 1.

China's top court said on Tuesday that all verdicts related to paroles and reduction of sentences should be posted on the Internet.
The Supreme People's Court said that such judgments are now only known by those involved in the cases, but the new order - which takes effect on June 1 - requires that the verdicts should be posted online.

The Chinese State Council, the country's cabinet, has issued a guideline to boost healthcare reforms this year.
The guideline, announced in a government statement on Wednesday, puts forward 31 tasks in six fields to deepen the reforms.
Those in public hospitals will be stepped up through adjusting prices of medical services, improving medicine purchasing in county-level hospitals and finetuning policies and mechanisms for traditional Chinese medicines, the statement said.

The 33th China-Europe Dialogue on human rights was held in Brussels on December 8th. Both sides exchanged views on human rights values and discussed major issues such as international human rights cooperation and women rights.

Huugjilt’s parents received the verdict of Huugjilt from the Inner Mongolia Autonomous Regional Higher People's Court. Huugjilt was absolved.
Huugjilt, who was 18 at the time, was found guilty of raping and murdering a woman in a public toilet in Hohhot on April 9, 1996. After Huugjilt was sentenced to death and executed, another alleged serial rapist and killer, Zhao Zhihong, confessed to the murder after he was arrested in 2005.
On November 20th, the Inner Mongolia Autonomous Regional Higher People's Court announced to started a new trail for Huugjilt’s case after examining the appeal of this case.

China will reform its pension system for staff in government, Party bodies, and public institutions, Vice Premier Ma Kai said in a report to the top legislature on Tuesday.Ma delivered a report about China's social security system at the ongoing bi-monthly session of the National People's Congress (NPC) Standing Committee, saying the reform will establish the same pension system with urban employees.

The Supreme people's court, the Supreme People's Procuratorate and Civil Affairs Bureau jointly released major opinions on dealing with guardians violating teenagers’ rights which includes 5 parts and 44 articles. It also specified seven kinds of serious harming behaviors of guardians including sexual abuses, selling children, and violent abuses. Those guardians who violated these rules will be cancelled the right of guardian. The opinions will take effect on Jan 1st , 2015.
