Abstract
This is the third Blue Book on China’s Human Rights, which focuses on the latest progress of China’s human rights cause in 2012.
The overall structure of the book is different from the former two books. It includes three case analyses, in addition to general report, special reports’ investigative report and appendices.
The general report analyzes and summarizes the new requirements issued by the Eighteenth National Congress of the Communist Party of China on respecting and safeguarding human rights, analyzes the characteristics and historic significance of two national human rights action plans, and summarizes the practice of the respect and protection of human rights in China in 2012.
Eighteen special reports cover topics including right to work, environmental rights, rights in criminal proceedings and the fight of privacy; human rights protection in administrative law enforcement; poverty reduction and medical rights of rural residents, land rights and legal aid rights; women and children’s personal freedom and labor protection; the employment right of the disabled; the rights of persons with mental disorders, HIV/AIDS, detainees; national human rights legislation and international human rights cooperation and exchanges.
Three investigative reports are about people’s awareness of human rights, human rights training for civil servants, and the published literature in the Journal of Human Rights over 11 years.
Three cases studies cover media supervision on food, medicine and drinking water safety, the interaction between people and officials in the ”Internet Hall” in Hangzhou, and the practices of protection of human rights in juvenile criminal prosecution at the Shapingba District People’s Procuratorate of Chongqing.
Two appendices are the “Chronicle of Human Rights in China (2012)” and”The Laws and Regulations Enacted, Amended or Modified in 2012 that Directly Relate to Human Rights”.
The book was written by scholars and experts in human rights research institutions from across the country. The study provides objective, specific and reasoned analyses carried out on the basis of rich data. It not only summarizes the achievements, but also analyzes the problems, and makes outlooks on the prospects for development of human rights in China.
