The 2019 South-South Human Rights Forum opens in Beijing on Tuesday. Under the theme—“diversity of civilizations and global development of human rights,” the forum is hosted by the State Council Information Office and the Ministry of Foreign Affairs.
 
MAN Hongjie said that the public health emergency system is of great significance to the protection of citizens' rights of health. The Chinese Government attaches great importance to the development of the public health emergency response system, has established a relatively complete system of legislation and plans, and has established an efficient public health emergency response mechanism. Infrastructure and emergency response teams have been strengthened, and emergency response capacity has been improved in an all-round way. In recent years, remarkable achievements have been made in response to public health emergencies such as H7N9 avian influenza, as well as emergency medical rescue of natural disasters and accidents, and contributions have been made to global public health security from the perspective of the community of shared human destiny. The Outline of the Plan for a Healthy China 2030 proposes to build a scientific, efficient and sustainable health emergency response system with Chinese characteristics.
