Abstract: Good governance has been increasingly popular in human rights debates and policies over the last two decades. The current scholarship, however, does not pay due attention to the interplay between good governance and rights protection in less developed countries such as China. This article explores a hitherto under－examined case of China on its acceptance and application of good governance norms in recent years. It first clarifies the essential components of good governance, and overviews some exemplary approaches. Thereafter, it analyses China’s acceptance of good governance norms in law and national regulations, and considers two critical aspects therein: transparency and impartiality. It concludes with some remarks on the complexity between good governance and rights protection. It hopes that anyone interested in how the dynamics of good governance reshaped the landscape for natural and legal persons’ interactions with the government in China will find this article informative and rewarding.
