New Food Safety Law went effective on June 1, 2009 to replace the Food Hygiene Law. It aims to improve the efficiency of the food safety monitoring network through tougher standards, strict supervision, a recall system for substandard products and severe punishment of offenders.

State departments of health, agriculture, quality supervision, industry and commerce administration, which shoulder different responsibilities, have made plans for the implementation of the law.

China Law Society published Report on Rule of Law in China 2008 on June 2, 2009.

The report, consisting of nearly 20, 000 Chinese characters, has seven parts on Legislation, Administration by Law, Fair Administration of Justice, Judicial Guarantee on Human Rights, Intellectual Property Rights Protection,  Popularization, Education and Studies of the Law, International Exchanges and Cooperation in Legal Construction.

The Ministry of Justice (MOJ) launched a two-month training program for more than 700 warden directors of prisons across the country to "improve their ability to reform inmates".

Justice Minister Wu Aiying said during the launch of the program on June 2, 2009 that the rate of prisoners going back to committing crimes after their release determines the standards of prison management.

According to Ministry of Human Resources and Social Security, China has made a policy system on employment of college graduates, consisting of 15 related documents. Until now, 27 provincial governments have launched relevant local regulations.

Signaling a recovery in China's employment market, 3.65 million urban residents found new jobs in the first four months of 2009, an executive meeting of the State Council presided over by Premier Wen Jiabao said on June 3, 2009. According to the meeting, university students and migrant workers are the two main sources of pressure; it said the vocational training plan should be implemented sooner and enterprises should be encouraged to offer skill training for its employees.
